1. The 20-point plan for a cease-fire between Russia and Ukraine will reassert Ukraine's sovereignty. We declare that Ukraine is a sovereign state, and the signatures of all parties to the agreement attest to this.

2. Russia and Ukraine have reached a comprehensive and unconditional non-aggression pact. A monitoring system will be set up to supervise the line of contact through space-based unmanned surveillance, guarantee early notification of infractions, and settle disputes in order to promote long-term peace. Every detail will be agreed upon by technical teams.

3. Strong security assurances will be given to Ukraine.

4. The Ukrainian Armed Forces will continue to have 800,000 soldiers during times of peace.

5. Ukraine will receive security guarantees in line with Article 5 from the United States, NATO, and the European signatory states.

a. All international sanctions against Russia will be reintroduced in addition to a coordinated military response in the event that Russia invades Ukraine.

b. The security guarantees shall be deemed worthless if Ukraine invades Russia or fires on Russian territory without cause. The security guarantees will come into effect if Russia attacks Ukraine.

c. This agreement does not exclude bilateral security assurances.

6. Russia will formally declare its non-aggression toward Europe and Ukraine in all relevant legislation and ratification documents.

7. Within a predetermined time frame, Ukraine will join the EU and gain temporary, special access to the European market.

8. A robust international development package for Ukraine, which will be outlined in a different investment and future prosperity deal. This will encompass a wide range of economic domains, such as but not restricted to:

a. The creation of a Ukraine Development Fund to make investments in industries with rapid growth, such as artificial intelligence, data centers, and technology.

b. The US and US businesses will collaborate with Ukraine and make joint investments in the country's recovery as well as in the construction, modernization, and management of its gas infrastructure, including its pipelines and storage facilities.

c. In order to restore, rebuild, and modernize cities and residential neighborhoods, cooperative efforts will be made to repair war-affected areas.

d. Development of infrastructure.

e. Mineral and natural resource extraction.

f. To guarantee funding to expedite these efforts, the World Bank will offer a special financing package.

g. To coordinate the execution of the strategic recovery plan and to optimize prospects for future prosperity, a high-level working group will be formed, which will include the appointment of a prominent global financial leader as a prosperity administrator.

9. A number of funds will be set up to deal with humanitarian concerns, the reconstruction of damaged areas and regions, and the economic recovery of Ukraine.

a. For transparent and efficient investment in Ukraine, the United States and European nations will create a capital and grants fund with a target size of $200 billion.

b. A variety of financial tools and capital investments will be used to support Ukraine's post-conflict reconstruction. Mechanisms to support and enable these activities will be employed by international reconstruction organizations.

c. In order to draw in foreign direct investment, Ukraine will adopt the finest international standards.

d. Ukraine maintains the right to reimbursement for the harm caused.

10. Ukraine will expedite the process of reaching a free trade deal with the United States after this agreement is finalized.

11. In compliance with the Treaty on the Non-proliferation of Nuclear Weapons, Ukraine affirms that it will continue to be a non-nuclear state.

12. The United States, Russia, and Ukraine will work together to operate the Zaporizhzhia Nuclear Power Plant.

13. Both nations pledge to put in place educational initiatives in schools and throughout society that eradicate racism and prejudice while fostering tolerance and understanding of other cultures. Ukraine will adhere to EU regulations regarding minority language protection and religious tolerance.

14. The line of troop deployment as of the date of this agreement is de facto acknowledged as the line of contact in the regions of Donetsk, Luhansk, Zaporizhzhia, and Kherson.

a. As parties, we de facto attest that this is the present point of contact.

b. A working group will meet to establish guidelines for prospective future special economic zones and to determine the redeployment of forces required to put an end to the conflict.

c. International forces will be stationed along the line of contact to monitor adherence to this agreement using an equal basis for force movement. If such a zone is decided upon, it will need special approval from the Ukrainian parliament or a referendum.

d. In order for this agreement to be implemented, the Russian Federation must remove its forces from the areas of Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv.

e. The parties commit to abiding by the 1949 Geneva Conventions and its supplementary protocols, which fully apply to the region and include generally acknowledged human rights.

15. Following an agreement on future territorial arrangements, the Russian Federation and Ukraine agree not to change these agreements.

16. Russia will not prevent Ukraine from making commercial use of the Black Sea and the Dnipro River.

17. To address unresolved matters, a humanitarian committee will be formed.

a. The remaining prisoners of war will be exchanged on an all-for-all basis, including those convicted by the Russian system between 2014 and the present.

b. All hostages and people in custody, including minors and political detainees, will be released.

c. Actions will be taken to alleviate the suffering and issues faced by victims of conflict.

18. As soon as the agreement is signed, elections must be held in Ukraine.

19. This contract has legal force behind it. President Trump will chair a Peace Council that will oversee and ensure its execution. This mechanism will include the United States, NATO, Europe, Russia, and Ukraine. If there are infractions, sanctions will be imposed.

20. A complete ceasefire will start as soon as all parties accept this agreement.
